Keep it simple. Add a caret symbol with a mere three words to the extant Satellite Dishes rule: "All satellite dishes and solar panels shall be installed as to not be obvious to other property owners, nor where such object would be visible from any street."
Any objections to solar panels due to appearances then have no merit if the object is not visible. If the language works for satellite dishes, why not for other home infrastructure like the energy system?
Existing language in the KPVA Covenants and Restrictions already cover all the other guidelines proposed in Sample Rule 1, including plans, codes, landscaping, permits, and the limits of Board expertise.
