Dear KPVA Board,
During the 2021 Annual Meeting, at the request of homeowners the Board announced a Solar Panel Committee to compile information about solar panels and issues related to solar panels and to report those findings to the Board.
As Chair of the committee I sought to deliver to the Board a statement on our findings, including results of a vote on one proposal (three members support the current rule that prohibits solar panels and two members are in favor of the Board considering a Rule change).
While I have prioritized delivering the informational content you requested, other committee members suggest the lone product to deliver is a vote result. Since our opinions differ and the committee did not reach unanimity on a statement, I defer to the other committee members to express their own views to the Board.
I am following Tom’s written advice and submitting a minority report under Independent Solar Panel Report to the KPVA Board, attached as HOA Solution-Energy Independence Out of Sight-v8-nov17.pdf. The content you requested (including the KPVA Solar Report) that accompanies my independent report is online at the home page and under the Solar menu at https://www.kpvillas.org. Everyone desires to maintain the high standards and appearances of the villas, so the collective content includes many items about which committee members did agree.
In summary, I believe the Board should reconcile the desire to benefit from solar energy with the desire to maintain home appearances. We can do both. My report details one Solution and recommends the Board consider a Rule change.
